The param controls whether _mesa_destroy_debug_output should be called or not.

Commit 624789e3708c moved the destruction of types out of atexit() and
made use of a ref count instead. This is useful for avoiding a crash
where drivers such as radeonsi are still compiling in a thread when the app
exits and has not called MakeCurrent to change from the current context.
While the above scenario is technically an app bug we shouldn't crash.
However that change caused another race condition between the shader
compilation tread in radeonsi and context teardown functions.
This patch makes two changes to fix this new problem:
First we explicitly call _mesa_destroy_shader_compiler_types() when destroying
the st context rather than calling it indirectly via _mesa_free_context_data().
We do this as we must call it after st_destroy_context_priv() so that we don't
destory the glsl types before the compilation threads finish.
Next wait for the shader threads to finish in si_destroy_context() this
also means we need to call context destroy before destroying the queues
in si_destroy_screen().

Previously the CreateContext method of __DriverApiRec took a set of
arguments to describe the attribute values from the window system API's
CreateContextAttribs function. As more attributes get added this could
quickly get unworkable and every new attribute needs a modification for
every driver.
To fix that, pass the attribute values in a struct instead. The struct
has a bitmask to specify which members are used. The first three members
(two for the GL version and one for the flags) are always set. If the
bit is not set in the attribute mask then it can be assumed the
attribute has the default value. Drivers will error if unknown bits in
the mask are set.

Jump through the layers of abstraction between egl and dri in order to
feed the context priority attribute through to the backend. This
requires us to read the value from the base _egl_context, convert it to
a DRI attribute, parse it again in the generic context creator before
passing it to the driver as a function parameter.
In order to not require us to pass back the actual value of the context
priority after creation, we impose that drivers should report the
available set of priorities during screen setup (and then they may chose
to fail if given an invalid value as that should have been checked at
the user boundary.)

Grigori recently added EGL_KHR_create_context_no_error support,
which causes EGL to pass a new __DRI_CTX_FLAG_NO_ERROR flag to
drivers when requesting an appropriate context mode.
driContextSetFlags() will already handle it properly for us, but the
classic drivers all have code to explicitly balk at unknown flags. We
need to let it through or they'll fail to create a no_error context.

what was requested by the program. Correct that by retaining
the program's request and passing it into _mesa_initialize_context.

The driverPrivate pointer is opaque to the driver and we can't assume
it's a struct gl_context in dri_util.c. Instead provide a helper function
to set the struct gl_context flags from the incoming DRI context flags.

Soon some drivers will support a different set of flags than other
drivers. If some flags have to be filtered in the driver, we might as
well filter all of them in the driver.
The changes in nouveau use tabs because nouveau seems to have it's own
indentation rules.

i965, i915, radeon, r200, swrast, and nouveau were mostly trying to do the
same logic, except where they failed to. Notably, swrast had code that
appeared to try to enable GLES1/2 but forgot to set api_mask (thus
preventing any gles context from being created), and the non-intel drivers
didn't support MESA_GL_VERSION_OVERRIDE.
nouveau still relies on _mesa_compute_version(), because I don't know what
its limits actually are, and gallium drivers don't declare limits up front
at all. I think I've heard talk about doing so, though.
v2: Compat max version should be 30 (noted by Ken)

Core Mesa already does the dispatch offset remapping for every
function that could possibly ever be supported. There's no need to
continue using that cruft in the driver.
Since the call to _mesa_enable_imaging_extensions (via
driInitExtensions) is removed, EXT_blend_color, EXT_blend_minmax, and
EXT_blend_subtract are explicitly added to the list.
EXT_blend_logic_op is removed from the list of extensions because
blend factors and separate blend equations are not handled correctly.
