mesa/teximage: use correct extension for accept stencil texture.
This was using the wrong extension, ARB_stencil_texturing
doesn't mention any changes in this area.
Fixes "dEQP-GLES3.functional.fbo.completeness.renderable.texture.
stencil.stencil_index8."
