i965: Port gen6+ state emitting code to genxml.
Ported in this patch:
- 3DSTATE_DS
- 3DSTATE_GS
- 3DSTATE_HS
- 3DSTATE_VIEWPORT_STATE_POINTERS_SF_CL
v3:
- Remove NEW_TRANSFORM blocks (Ken)
- Bring back some comments and workaround for Ivybridge (Ken)
