i964/fs: Refactor assign_constant_locations
Now that all constant locations are assigned in a single function, we can refactor it a bit to unify things. In particular, we now handle pull_constant_loc and push_constant_loc more similarly and we only modify stage_prog_data->params[] in one place at the end of the function.
