llvmpipe: add LP_PERF flag to disable various aspects of rasterization
Allows disabling various operations (mainly texture-related, but
will grow) to try & identify bottlenecks.
Unlike LP_DEBUG, this is active even in release builds - which is
necessary for performance investigation.
