freedreno: remove some obsolete debug options
'fraghalf' is unused (superceeded by actually lowering output based on the precision information in nir). And glsl140 support in ir3 is long past the experimental stage, so the glsl120 option is no longer needed. So remove them and free up some bits for new things.
