gallium/drivers: compact compiler flags into Automake.inc
* minimise flags duplication
* distingush between VISIBILITY C and CXX flags
* set only required flags - C and/or CXX
v2: add LLVM_CFLAGS back to AM_CFLAGS (add missing backslash)
