HCIComm: Expose 'HCI Error Codes' (BT Core Spec v5.2: Vol 1, Part F)
We need to determine cause of 'le_create_conn(..)' status errors,
hence expose the proper HCIErrorCode plus its string conversion.
We experience: error status 0x0C (COMMAND_DISALLOWED),
implying that same command is already in progress.
