Passes' function names, separated by comma, listed in NIR_SKIP
environment variable will be skipped in debug mode. The mechanism is
hooked into the _PASS macro, like NIR_PRINT.
The extra macro NIR_SKIP is available as a developer convenience, to
skip at pointer other than the passes entry points.

So I can drop env2u() helper from freedreno_util.h and get rid of one
small ir3 dependency on gallium/freedreno

Kind of a handy function. And I'll want it available outside of i965
for common nir-pass helpers.

We want to use intel_debug.c in code that doesn't link to dri common.
v2: Remove unnecessary stddef.h include (Topi), use util/debug.h
in all DRI driver and remove driParseDebugString() (Iago).
