GL_ARB_ES3_compatibility brings ETC2/EAC formats to desktop GL.
The meaning of the GL compressed format list is pretty vague - it's
supposed to return formats for "general-purpose usage". (GL 4.2
deprecates the list because of this.) Basically everyone interprets
this as "linear RGB/RGBA".
ETC2/EAC meets that criteria, so while we shouldn't be required to add
it to the list, there's also little harm in doing so, at least on
platforms with native support. I doubt anyone is using this list for
much anyway, so even on platforms without native support, it's probably
not a big deal.
Makes the following GL45-CTS.gtf43 tests pass:

In OpenGL ES, the COMPRESSED_TEXTURE_FORMATS query returns the set of
supported specific compressed formats. Since ASTC formats fit within
that category, include them in the set and update the
NUM_COMPRESSED_TEXTURE_FORMATS query as well.
This enables GLES2-based ASTC dEQP tests to run. See the Bugzilla for

In agreement with the extension spec and commit
dd0eb004874645135b9aaac3ebbd0aaf274079ea, filter FXT1 formats to the
desktop GL profiles. Now we no longer advertise such formats as supported
in an ES context and then throw an INVALID_ENUM error when the client
tries to use such formats with CompressedTexImage2D.
Fixes the following 26 dEQP tests:

MESA_FORMAT_RGBA_DXT5 should actually be reserved for GL_RGBA[4]_DXT5_S3TC.
Also, Gallium and other dri drivers (radeon and nouveau) follow this mapping
scheme.

Implied by the spec, Generate[Texture]Mipmap and [Copy]Tex[Sub]Image*D calls

This adds the following four Mesa image format enums which correspond to the
four BPTC compressed texture formats:
MESA_FORMAT_BPTC_RGBA_UNORM
MESA_FORMAT_BPTC_SRGB_ALPHA_UNORM
MESA_FORMAT_BPTC_RGB_SIGNED_FLOAT
MESA_FORMAT_BPTC_RGB_UNSIGNED_FLOAT
It also updates the format information functions to handle these and the
corresponding GL enums.

The ES and desktop GL specs diverge here. Yay!
In desktop OpenGL, the driver can perform online compression of
uncompressed texture data. GL_NUM_COMPRESSED_TEXTURE_FORMATS and
GL_COMPRESSED_TEXTURE_FORMATS give the application a list of formats
that it could ask the driver to compress with some expectation of
quality. The GL_ARB_texture_compression spec calls this "suitable for
general-purpose usage." As noted above, this means
GL_COMPRESSED_RGBA_S3TC_DXT1_EXT is not included in the list.
In OpenGL ES, the driver never performs compression.
GL_NUM_COMPRESSED_TEXTURE_FORMATS and GL_COMPRESSED_TEXTURE_FORMATS give
the application a list of formats that the driver can receive from the
application. It is the *complete* list of formats. The
GL_EXT_texture_compression_s3tc spec says:
"New State for OpenGL ES 2.0.25 and 3.0.2 Specifications
The queries for NUM_COMPRESSED_TEXTURE_FORMATS and
COMPRESSED_TEXTURE_FORMATS include COMPRESSED_RGB_S3TC_DXT1_EXT,
COMPRESSED_RGBA_S3TC_DXT1_EXT, COMPRESSED_RGBA_S3TC_DXT3_EXT,
and COMPRESSED_RGBA_S3TC_DXT5_EXT."
Note that the addition is only to the OpenGL ES specification!

The NVIDIA driver doesn't expose them, and piglit's
arb_texture_compression-invalid-formats expects them to not be there.
This, with the previous commit, fixes piglit
arb_texture_compression-invalid-formats.

This is a step toward allowing drivers to use their normal mapping paths,
instead of requiring that all slice mappings come from an aligned offset
from the first slice's map.

Data in GL_COMPRESSED_SIGNED_R11_EAC format is decoded and stored in
MESA_FORMAT_SIGNED_R16.
v2:
16 bit signed data is converted to 16 bit unsigned data by
adding 2 ^ 15 and stored in an unsigned texture format.
v3:
1. Handle a corner case when base code word value is -128. As per
OpenGL ES 3.0 specification -128 is not an allowed value and should
be truncated to -127.
2. Converting a decoded 16 bit signed data to 16 bit unsigned data by
adding 2 ^ 15 gives us an output which matches the decompressed image
(.ppm) generated by ericsson's etcpack tool. ericsson is also doing this
conversion in their tool because .ppm image files don't support signed
data. But gles 3.0 specification doesn't suggest this conversion. We
need to keep the decoded data in signed format. Both signed format
tests in gles3 conformance pass with these changes.
