This moves the fi_types to a new mesa_private.h and removes the
imports.c file. The vast majority of this patch is just removing
pound includes of imports.h and fixing up the recursive includes.

glPolygonOffset() has been part of the GL standard since 1.1. Also
niether AMD or Nvidia support this in their binary drivers.

Semantically identical to the EXT version (whose string is still valid
for GLES), so rename the bit but expose both extension strings.

Since we don't have the bits required to support this in OpenGLES yet,

Nothing enables the extension yet, but the values are now available.
The spec calls for it to only be exposed for GL 3.3+, which is core-only
in mesa. Instead we allow any driver to enable it, including in a compat
context for any GL version.

Implement the mesa parts of ARB_clip_control.
So far no driver enables this.
v3:
Restrict getting clip control state to the availability
of ARB_clip_control.
Move to transformation state.
Handle clip control state with the GL_TRANSFORM_BIT.
Move _FrontBit update into state.c.

The previous commit introduced extra words, breaking the formatting.
This text transformation was done automatically via the following shell
command:
$ git grep 'THE AUTHORS OR COPYRIGHT HOLDERS BE LIABLE FOR ANY CLAIM, DAMAGES OR OTHER LIABILITY' | sed 's/:.*$//' | xargs -I {} sh -c 'vim -e -s {} < vimscript

This brings the license text in line with the MIT License as published
on the Open Source Initiative website:
http://opensource.org/licenses/mit-license.php
Generated automatically be the following shell command:
$ git grep 'THE AUTHORS BE LIABLE' | sed 's/:.*$//g' | xargs -I '{}' \
sed -i 's/THE AUTHORS/THE AUTHORS OR COPYRIGHT HOLDERS/' {}
This introduces some wrapping issues, to be fixed in the next commit.

sed -i 's/BRIAN PAUL/THE AUTHORS/' {}
The intention here is to protect all authors, not just Brian Paul. I
believe that was already the sensible interpretation, but spelling it
out is probably better.
More practically, it also prevents people from accidentally copy &
pasting the license into a new file which says Brian is not liable when
he isn't even one of the authors.

We now have a separate dispatch table for begin/end that prevent these
functions from being entered during that time. The
ASSERT_OUTSIDE_BEGIN_END_WITH_RETVALs are left because I don't want to
change any return values or introduce new error-only stubs at this
point.

Page 407 (page 423 of the PDF) of the OpenGL 3.0 spec says (in the list
of deprecated functionality):
"Separate polygon draw mode - PolygonMode face values of FRONT and
BACK; polygons are always drawn in the same mode, no matter which
face is being rasterized."
Also modify meta to not use FRONT or BACK in a core context.
