Add helper convenience function that intersects the scissor values
against a passed bounding box. In addition, to avoid replicated code,
make the function _mesa_scissor_bounding_box() use this new function.

_mesa_update_framebuffer now operates on arbitrary read and draw framebuffers.
This allows BlitNamedFramebuffer to update the state of its arbitrary read and
draw framebuffers.

Update Mesa and drivers to access updated gl_scissor_attrib.
Now have an enable bitfield and array of gl_scissor_rects.
Drivers have been updated to the new scissor enable state
attribute (gl_context.scissor.EnableFlags) but still treat it
as a single boolean which is okay as mesa will only use
bit 0 when communicating with a driver that does not support
ARB_viewport_array.

We were crashing when GL_READ_BUFFER == GL_NONE. Check for NULL
pointers and reorganize the code. The spec doesn't say which error
to generate in this situation, but NVIDIA raises GL_INVALID_OPERATION.

We keep having to pass the attachments around with our gl_renderbuffers
because that's the only way to find what the gl_renderbuffer actually
refers to. This is a step toward removing that (though drivers still need
the Zoffset as well).

We now have a separate dispatch table for begin/end that prevent these
functions from being entered during that time. The
ASSERT_OUTSIDE_BEGIN_END_WITH_RETVALs are left because I don't want to
change any return values or introduce new error-only stubs at this

A lot of code was still differentiating between between winsys and
user fbos by testing the fbo's name against zero. This converts
everything in core mesa, the state tracker, and src/mesa/program over
to use _mesa_is_user_fbo() and _mesa_is_winsys_fbo().

This patch ensures that Visual.samples and Visual.sampleBuffers are
set correctly even in the case where there is no color buffer.
Previously, these values would retain their default value of 0 in this
circumstance, even if the depth or stencil buffer was multisampled.

These functions update the gl_framebuffer::_DepthBuffer and _StencilBuffer
fields, possibly creating renderbuffer wrappers that make a shared
depth+stencil accessible as depth-only or stencil only.
This stuff is only used by swrast now and will be moved there next.

This just adds the correct checks and asserts in the right places. This doesn't
fix all the tests that I've sent to piglit, need to add int paths to go alongside the uint paths that don't go via float to fix it up properly.
I'm not sure how much of that could be templated/shared will have a look
once I write it the long way.
