We now have a separate dispatch table for begin/end that prevent these
functions from being entered during that time. The
ASSERT_OUTSIDE_BEGIN_END_WITH_RETVALs are left because I don't want to
change any return values or introduce new error-only stubs at this
point.

This should help avoid confusion now that we're using the gl_api enum
to distinguishing between core and compatibility API's. The
corresponding enum value for core API's is API_OPENGL_CORE.

We set IMAGE_CLAMP_BIT in the caller based on _ClampReadColor, where
the operation mandates it.

mesa: introduce derived _ClampXxxColor state resolving FIXED_ONLY
To do this, we make ClampColor call FLUSH_VERTICES with the appropriate
_NEW flag.
We introduce _NEW_FRAG_CLAMP since fragment clamping has wide-ranging
effects, despite being in the Color attrib group.
This may be easily changed by s/_NEW_FRAG_CLAMP/_NEW_COLOR/g

math: Provides basic matrix and vector functionality that
might be useful to multiple software t&l
implementations, and is used by core mesa to
manage the Model, Project, etc matrices.
tnl: The real transform & lighting code from core mesa,
including everything from glVertex3f through vertex
buffer handling, transformation, clipping, lighting
and handoff to a driver for rasterization.
The interfaces of these can be further tightened up, but the basic
splitting up of state and code move is done.
