I want to remove vc4's dependency on headers from libdrm as well, but
storing multiple copies of drm_fourcc.h in our tree would be silly.
v2: Update Android.mk as well, move distcheck drm*.h references to
top-level noinst_HEADERS.

Commit 7dd20bc3ee8f ("anv/i965: drop libdrm_intel dependency completely")
removed the libdrm_intel dependency for automake, but Android builds still
depended on it. Now the build requires a newer version of i915_drm.h and
fails on Android builds:

Automake generation rules are replicated for android.
$* macro was expected to return "hsw" but instead gives "hsw.{h,c}"
so $(basename $*) is used as a workaround
to set the correct --chipset option for brw_oa.py script.
Build tested with nougat-x86

Any users of KitKat are likely using an older version of Mesa and
KitKat support adds complexity to the make files. Dropping support
allows removing the MESA_LOLLIPOP_BUILD make variable in various make
files.

Mostly a dummy git mv with a couple of noticable parts:
- With the earlier header cleanups, nothing in src/intel depends
files from src/mesa/drivers/dri/i965/
- Both Autoconf and Android builds are addressed. Thanks to Mauro and
Tapani for the fixups in the latter
- brw_util.[ch] is not really compiler specific, so it's moved to i965.

- move brw_eu_defines.h instead of brw_defines.h
- remove no-longer applicable includes
- add missing vulkan/ prefix in the Android build (thanks Tapani)

At this point, blorp is completely driver agnostic and can be safely moved
into its own folder. Soon, we hope to start using it for doing blits in
the Vulkan driver.

isl library is needed to build i965, libmesa_isl static library is added
to fix related Android building errors.
Any attempt to build libmesa_genxml as phony package module failed to deliver
gen{7,75,8,9}_pack.h generated headers, needed for libmesa_isl_gen{7,75,8,9}
Due to constraints in Android Build System, libmesa_genxml is built as static,
at least one source is needed, so dummy.c is autogenerated for this scope,
libmesa_genxml dependency is declared using LOCAL_WHOLE_STATIC_LIBRARIES,
to avoid building errors due to missing genxml/gen{7,75,8,9}_pack.h headers.

Commit bfd17c76c126 ("i965: Port INTEL_PRECISE_TRIG=1 to NIR.") added a
generated file brw_nir_trig_workarounds.c which broke the Android build.
Add the necessary makefiles to the Android build.

MESA_DRI_MODULE_PATH is only getting set for classic DRI drivers and may or
may not be set correctly for gallium_dri.so depending on the makefile
include ordering. For Android 6 and earlier it is fine, but with build
system changes in AOSP master, it is not.
Move the path variables to a single place at the top level and introduce
MESA_DRI_MODULE_REL_PATH for Android 5 and later which require relative
paths. With this, there is a single variable to change.

Commits a39a8fbbaa12 ("nir: move to compiler/") and eb63640c1d38
("glsl: move to compiler/") broke Android builds. Fix them.
There is also a missing dependency between generated NIR headers and
several libraries. This isn't a new issue, but seems to have been
exposed by the NIR move.
Built with i915, i965, freedreno, r300g, r600g, vc4, and virgl enabled.

Android 5.0 allows modules to generate source into $OUT/gen, which will
then be copied into $OUT/obj and $OUT/obj_$(TARGET_2ND_ARCH) as necessary.
Modules will need to change calls to local-intermediates-dir into
local-generated-sources-dir.
The patch changes local-intermediates-dir into local-generated-sources-dir.
If the Android version is less than 5.0, fallback to local-intermediates-dir.
The patch also fixes the 64-bit building issue of Android 5.0.

When the compiler is not capable/does not accept -msse4.1 while the target
has the instruction set we'll blow up as _mesa_streaming_load_memcpy is
going to be undefined.
To make sure that never happens, wrap the runtime cpu check+caller in an
ifdef thus do not compile that hunk of the code.
Fix the android build by enabling the optimisation and adding the define
where applicable.
v2: autoconf conditionals end with "fi" rather than endif.
v3: Wrap the definition and call to intel_miptree_{un,}map_movntdqa in
if defined(USE_SSE41). Spotted by Matt.

Previously, the xmlpool directory had a lone Makefile to assist poeple in
manually invoking a deep make in order to update the translations in
options.h. We can observe that this wasn't happening in fact, (new
translations had been added to de.po without being generated into options.h,
and new options had been manually added directly to options.h rather than to
t_options.h).
Prevent both of these problems from occurring in the future by automatically
generating options.h as part of the standard build of mesa.
For this, the generated options.h is now removed from version control, (along
with Makefile in favor of Makefile.am).

This does introduce a warning by the automake build system, that the
missing-symbols test build is non-portable. That's true -- Mac OS X
can't take something built as a loadable module and just link it as a
library. Of course, we aren't building this on OS X at all, so it
would be nice to be able to suppress it, but I haven't found a way.
Still, the build is going to be much quieter than we have ever had
before, so I think this is a fair tradeoff until we find a way to shut
that warning up.
