This automates the include_directories and dependencies tracking so that
all users of libmesa_util don't need to add them manually.
Next commit will remove the ones that were only added for that reason.

This creates two new internal dependencies, idep_nir_headers and
idep_nir. The former encapsulates the generation of nir_opcodes.h and
nir_builder_opcodes.h and adding src/compiler/nir as an include path.
This ensures that any target that needs nir headers will have the
includes and that the generated headers will be generated before the
target is build. The second, idep_nir, includes the first and
additionally links to libnir.
This is intended to make it easier to avoid race conditions in the build
when using nir, since the number of consumers for libnir and it's
headers are quite high.

This moves the function to get the LLVM environment variables higher
in the file. It still needs to be below the "--enable-opencl" because
it uses $enable_opencl.
It can be called without condition now as it only throws errors if
openCL is enabled.

Previously (with the inline ones) things were embedded into the
pipe-loader, which means that we cannot control/select what we want in
each target.
That also meant that at runtime we ended up with the empty
sw_screen_create() as the GALLIUM_SOFTPIPE/LLVMPIPE were not set.

Like xa_surface_from_handle(), but takes a handle type, rather than
hard-coding 'shared' handle. This is needed to fix bugs seen with
xf86-video-freedreno with xrandr rotation, for example. The root issue
is that doing a GEM_OPEN ioctl on a bo that already has a GEM handle
associated with the drm_file will result in two unique handles for the
same bo. Which causes all sorts of follow-on fail.

Rather than shoving all the VL code for non-VL targets, increasing

In the presence of LLVM the final library exports every symbol from

- Don't require xcb-dri[23] etc. if we aren't building for a target with DRM, as
we won't be using dri[23]
- Enable a more fine-grained control of what DRI code is built, so that a libGL
using direct swrast can be built on targets which don't have DRM.
The HAVE_DRI automake conditional is retired in favour of a number of other
conditionals:
HAVE_DRI2 enables building of code using the DRI2 interface (and possibly DRI3
with HAVE_DRI3)
HAVE_DRISW enables building of DRI swrast
HAVE_DRICOMMON enables building of target-independent DRI code, and also enables
some makefile cases where a more detailled decision is made at a lower level.
HAVE_APPLEDRI enables building of an Apple-specific direct rendering interface,
still which requires additional fixing up to build properly.
