Move the winsys into the pipe-target, similar to the hardware
pipe-driver.
v2:
- move int declaration outside of loop (Brian)
- fold the teardown into a goto + separate function.

The symbol is used for hardware only drivers. For swrast the
loader uses swrast_create_screen. Add VISIBILITY_CFLAGS while
we're here.

This target generates pipe driver modules intended to be consumed by
auxiliary/pipe-loader. Most of it was taken from the "gbm" target --
the duplicated code will be replaced with references to this target in
a future commit.
