This prunes out all targets except libgl-gdi, libgl-xlib, and svga, as
suggested by Marek Olšák.
libgl-xlib will be remove once I have had time to confirm no automated
tests we have rely upon it.
There are also a bunch of Makefile.sources which become orphaned as
result, that are not taken care of in this change.

To fix the MSVC build. The build broke because we started to compile
the ddebug code on Windows after the mtypes.h changes. Building ddebug
caused us to also use the u_network.c code for the first time.

The SCons build broke with commit ba975140d3c9 because a SPIR-V
function is called from Mesa main. This adds a convenience library for
SPIR-V and adds it to everything that was including nir. It also adds
both nir and spirv to drivers/x11/SConscript.
Also add nir/spirv modules to osmesa and libgl-gdi targets. (Brian Paul)

Building gallium is faster by 7.5 seconds on a 4core/8thread 3GHz CPU.
(gallium build time is reduced by 15% when building only radeonsi)
Non-recursive makefiles are great!

This adds the meson.build, meson_options.txt, and a few scripts that are
used exclusively by the meson build.

This `version` field defines the filename for the .so.
The plan .so as well as .so.$major are always symlinks to this.
Unless I'm mistaken, only the major is ever used, so this shouldn't
matter, but for consistency with autotools (and in case it does matter),
let's always have all 3 major.minor.patch components.
(The soname isn't affected, and is always .so.$major)

This moves the function to get the LLVM environment variables higher
in the file. It still needs to be below the "--enable-opencl" because
it uses $enable_opencl.
It can be called without condition now as it only throws errors if
openCL is enabled.
v5:
HAVE_MESA_LLVM is only used for gallium. Rename it to HAVE_GALLIUM_LLVM.
In order to only link LLVM when it is needed, HAVE_GALLIUM_LLVM is only
set if "$enable-gallium-llvm" is yes.

Undoes early hacks, and ensures nir/glsl_types.cpp is built once, and
only once.
The root problem is that SCons doesn't know about NIR nor any source
file in the NIR_FILES source list.
Tested with libgl-gdi and libgl-xlib scons targets.

OpenBSD does not have DT_NEEDED entries for libc by design,
over concerns how the symbols would be referenced after
changing the major version of the library.
So avoid -no-undefined checks on OpenBSD as they will fail.
v2: don't include the -no-undefined libtool option in the variable
and change -Wl,--no-undefined references in Automake.inc as well.

By doing GC the linker removes all the symbols that are not referenced
and/or used by the final library. This results in a saving of ~100K
up-to ~600K per (stripped) binary (classic vs gallium drivers).
If interested one can ask the compiler to print the sections that are
removed using -Wl,--print-gc-sections.

Explicitly setting the linker variable was required for old and broken
build toolchains. At this point this should no longer be needed, and
setting the sources lists will trigger generation of the correct LINK
variables.
Explicitly include dummy.cpp to use g++ to link the static library which
in most cases is based upon C++ code.

Static and shared builds were possible in the good old days
of static makefiles. Currently the build system does not
distinguish nor does anything special when one requests a
static build.
Print a warning message for the packager that static builds
are not supported and continue building shared libs.
Currently only Debian and derivatives use static build, and
they use it for building a Xlib powered libGL. This patch
will only change the warning message they are seeing but
the binaries produced will be identical.
