For radeonsi, native and TGSI use different compilers and this results
in different limits for different IR's.
The set we strictly need for radeonsi is only the MAX_BLOCK_SIZE
and MAX_THREADS_PER_BLOCK params, but I added a few others as shader
related that seemed like they would also typically depend on the
compiler.

We no longer need to build any part of Mesa with Windows SDK 7.0.7600 or
MSVC 2008. MSVC 2013 will be the oldest we support.
In practice this means people are now free to declare variables in the
middle of blocks, on the whole Mesa tree.
Care should still be taken with variable length arrays and void pointer
arithmetic.

This patch adds a new interface to support hardware mipmap generation.
PIPE_CAP_GENERATE_MIPMAP is added to allow a driver to specify
if this new interface is supported; if not supported, the state tracker will
fallback to mipmap generation by rendering/texturing.

v3: add format to the generate_mipmap interface to allow mipmap generation
using a format other than the resource format

Currently every target makes sure that the screen is non-null prior to
using the debug (trace including) wrappers. If that no longer holds true
we want to know and fix this ASAP rather than silently bailing out.

The only hackish ones are llvmpipe and softpipe, which currently return
the same string as for get_vendor(), while ideally they should return
the CPU vendor.

D3D10 allows setting of the internal offset of a buffer, which is
in general only incremented via actual stream output writes. By
allowing setting of the internal offset draw_auto is capable
of rendering from buffers which have not been actually streamed
out to. Our interface didn't allow. This change functionally
shouldn't make any difference to OpenGL where instead of an
append_bitmask you just get a real array where -1 means append
(like in D3D) and 0 means do not append.

This patches add MESA_copy_sub_buffer support to the dri sw loader and
then to gallium state tracker, llvmpipe, softpipe and other bits.
It reuses the dri1 driver extension interface, and it updates the swrast
loader interface for a new putimage which can take a stride.
I've tested this with gnome-shell with a cogl hacked to reenable sub copies
for llvmpipe and the one piglit test.
I could probably split this patch up as well.
v2: pass a pipe_box, to reduce the entrypoints, as per Jose's review,
add to p_screen doc comments.
v3: finish off winsys interfaces, add swrast classic support as well.

The new function replaces four old functions: set_fragment/vertex/
geometry/compute_sampler_views().
