Clear w/ quad uses a normal draw which adds up to OQ. st/meta
uses set_active_query_state(..) to tell the driver to pause
queries in such cases.
Fixes spec@arb_occlusion_query@occlusion_query_meta_save piglit.

This change makes etna_get_driver_query_info(..) more generic
and puts the knowledge of supported queries directly besides
the implementation.

This driver supports a wide range of Vivante IP cores like GC880,
GC1000, GC2000 and GC3000.
Changes from V1 -> V2:
- added missing files to actually integrate the driver into build system.
