This is (much) faster than using the util fallback.
(Note that there's two methods here, one would use a cache, similar to
the existing code (although the cache was disabled), except the block
decode is done with jit code, the other directly decodes the required
pixels. For now don't use the cache (being direct-mapped is suboptimal,
but it's difficult to come up with something better which doesn't have
too much overhead.)

Currently we have two sets of functions for bit counts, one in gallium
and one in core mesa. The ones in core mesa are header only in many
cases, since they reduce to "#define _mesa_bitcount popcount", but they
provide a fallback implementation. This is important because 32bit msvc
doesn't have popcountll, just popcount; so when nir (for example)
includes the core mesa header it doesn't (and shouldn't) link with core
mesa. To fix this we'll promote the version out of gallium util, then
replace the core mesa uses with the util version, since nir (and other
non-core mesa users) can and do link with mesautils.

One of the pains of implementing a gallium driver is filling in a million
pipe caps you don't know about yet when you're just starting out. One of
the pains of working on gallium is copy-and-pasting your new PIPE_CAP into
each driver. We can fix both of these by having each driver call into the
default helper from their default case, so that both sides can ignore each
other until they need to.

Add a new helper that drivers can use to emulate various things that
need special handling in particular in transfer_map:
1) z32_s8x24.. gl/gallium treats this as a single buffer with depth
and stencil interleaved but hardware frequently treats this as
separate z32 and s8 buffers. Special pack/unpack handling is
needed in transfer_map/unmap to pack/unpack the exposed buffer
2) fake RGTC.. GPUs designed with GLES in mind, but which can other-
wise do GL3, if native RGTC is not supported it can be emulated
by converting to uncompressed internally, but needs pack/unpack
in transfer_map/unmap
3) MSAA resolves in the transfer_map() case
v2: add MSAA resolve based on Eric's "gallium: Add helpers for MSAA
resolves in pipe_transfer_map()/unmap()." patch; avoid wrapping
pipe_resource, to make it possible for drivers to use both this
and threaded_context.

implementation that is based around cso_hash, and is therefore

Provide a dummy stub when the user has opted w/o said platform, thus
we can build the binaries without unnecessarily requiring X11/other
headers.
In order to avoid build and link-time issues, we remove the HAVE_DRI3
guards in the VA and VDPAU state-trackers.
With this change st/va will return VA_STATUS_ERROR_ALLOCATION_FAILED
instead of VA_STATUS_ERROR_UNIMPLEMENTED. That is fine since upstream
users of libva such as vlc and mpv do little error checking, let
alone distinguish between the two.

This a very lightweight library to add basic support for renderonly
GPUs. A kms gallium driver must specify how a renderonly_scanout
objects gets created. Also it must provide file handles to the used
kms device and the used gpu device.
This could look like:

The renderonly_scanout object exits for two reasons:
- Do any special treatment for a scanout resource like importing the
GPU resource into the scanout hw.
- Make it easier for a gallium driver to detect if anything special
needs to be done in flush_resource(..) like a resolve to linear.
A GPU gallium driver which gets used as renderonly GPU needs to be
aware of the renderonly library.
This library will likely break android support and hopefully will get
replaced with a better solution based on gbm2.

- reworked the lifecycle of renderonly object (suggested by Nicolai Hähnle)
- killed the midlayer (suggested by Thierry Reding)
- made the API more explicit regarding gpu and kms fd's

This is a simple framework for slab allocation from buffers that fits into
the buffer management scheme of the radeon and amdgpu winsyses where bufmgrs
aren't used.
The utility knows about different sized allocations and explicitly manages
reclaim of allocations that have pending fences. It manages all the free lists
but does not actually touch buffer objects directly, relying on callbacks for
that.

This is a shader based bicubic interpolater which uses cubic
Hermite spline algorithm.

From original commit, the macro "if HAVE_DRI3" was in Makefile.sources,
this file is shared with SCons, SCons is not able to parse this marco,
the SCons build failed. Jose quickly gave two approaches and quick fix
with his second approach, thanks Jose for the solutions and fixes.
This patch is Jose's first approach, and it's more proper, because the
dri3 c file should not be included to build when DRI3 is not enabled.
