We have them for local purposes in configure, where we can use their
direct dependency.
With the only remaining instance in the makefile(s) being always true,
as it can be seen in the configure snippet.

It's possible to build Mesa for Android using the traditional
autotools workflow [1]. ChromiumOS fetches Android prebuilts and
puts them in a sysroot. We now want to use pkg-config to specify
the location of system headers and libraries [2].
To enable this, let's add the required pkg-config checks and link
against them.

Remove it from EXTRA_DIST to unbreak 'make dist'

Add support for EGL android platform.
Also, detect when --host finishes with -android. In that case, we
do not set _GNU_SOURCE, and define autoconf symbol HAVE_ANDROID, so
that Android-specific workarounds can be applied.

Some platforms require separate library in order to resolve the
clock_gettime() symbol. Add the link or the build will fail.

This was causing a failure to build on SCons due to a missing
-Isrc/egl. Instead of adding in that path, lets just -Isrc/
and include "utils/u_atomic.h".

Simplify things by merging the two makefiles. This way we can combine
the duplicated HAVE_PLATFORM_ checks, and build the library without
having a separate static library.

We were relying on libEGL to pull in libwayland-client symbols, but with
commit 2c2e64edaba0f6aeb181ca5b51eb8dea8e9b39f9 cleaned up the
symbol leak.
