This commit is a step towards the goal of being able to build RADV
without LLVM. In the future we would like to offer the option to
use RADV solely with ACO. There is still a need for the common AMD
code located in amd/common but the LLVM specific parts need to be
separated.

Android building rules are added in src/amd/Android.compiler.mk
libmesa_aco static library is built conditionally to radeonsi
as done for vulkan.radv module
This will prevent Android build errors for non x86 systems
filter-out compiler/aco_instruction_selection_setup.cpp source,
as already included by compiler/aco_instruction_selection.cpp
and would cause several multiple definition linker errors
NOTE: libLLVM requires AMDGPU Disassembler to build radv with aco

Using an explicit linker instead of just concatenating .text
sections will allow us to start using .rodata sections and
explicit descriptions of data on LDS that is shared between
stages.

Update to the internal master as of 2018-11-15.
This has a lot of gratuitous whitespace change, but on the plus
side it's built using the same tooling that's used for AMDVLK,
which should help going forward.

The old vote_eq implementation supported only booleans, but now
we have to support arbitrary values, so use the read_first_invocation
intrinsic + ballot.
I took this as an opportunity to figure out how easy it was to do this
in nir instead of in the nir_to_llvm pass, and it actually turned out
pretty okay IMO. Only creating the pass is some extra code.

This uses C++11 initializer lists.
I just overwrote all Mesa files with internal addrlib and discarded
hunks that we should probably keep, but I might have missed something.
The code depending on ADDR_AM_BUILD is removed. We can add it back next
time if needed.

There is some radv specific info we need to gather from shaders
before we get into converting nir->llvm, so we can make
better decisions especially around user sgpr allocation.
This is just an initial placeholder to gather if sample positions
are required in the frag shader.

Autotools goes smart on us warning that foo_SOURCES variable is present
yet a target with name foo is missing. Rename things (like we do
throughout the build) to silence the warnings.

Step one to merging radv would be to move some files around.
This only adds the include path to r600/radeonsi, because later
we want to avoid having to add it to the generic target paths.
