This is a forward port of a patch from the AOSP/master tree:

Which replaces HOST_OUT_release with HOST_OUT
As per Dan's explanation, the current code was incorrect to use
$(HOST_OUT_release) as $(HOST_OUT) will be set properly for
whether the current build that's being cleaned during
incrementals is using host debug or release builds.
Additionally Dan noted it was incredibly uncommon to use a debug
host build, as there was never a shortcut and one had to set an
environment variable manually. Thus it was rarely if ever tested.

The Android gallium build used to use gallium_egl, which was removed back
in March. Instead, we will now use a normal Mesa libEGL loader with
dlopen()ing of a DRI module.
v2: add a clean step to rebuild all dri modules properly.
v3: Squish the 2 patches doing this together (change by anholt).

The clean steps ensure both 32-bit and 64-bit objects are cleaned.

The file contains rules that are executed on incremental builds. This
way one can avoid doing a full clean and ensure that the new object
(library) is correctly build.
