Fixes the following 2 dEQP tests:
dEQP-GLES3.functional.shaders.declarations.invalid_declarations.uniform_block_in_main_vertex
dEQP-GLES3.functional.shaders.declarations.invalid_declarations.uniform_block_in_main_fragment
