mesa: move ATI_fs state compile changes after the error checks
Both in setup and arithmetic instructions. Also, remove the useless
new_*_inst() functions, and refactor check_arith_arg(), because it did
two completely different things.
Piglit: spec/ati_fragment_shader/error04-endshader
