swr/rast: Widen fetch shader to SIMD16
Widen fetch shader to SIMD16, enable SIMD16 types in the jitter, and provide utility EXTRACT/INSERT SIMD8 <-> SIMD16 utility functions. Reviewed-by: Bruce Cherniak <[email protected]>
