main: Refactor MapBuffer[Range].
v2: review from Jason Ekstrand
- Split refactor from addition of DSA entry points.
review from Ian Romanick
- Remove "_mesa" from static software fallback map_buffer_range
- Restore VBO_DEBUG and BOUNDS_CHECK
