mesa: add _mesa_rebase_rgba_float/uint() functions
These will be used by glReadPixels() and glGetTexImage() to fix issues with reading GL_LUMINANCE and other formats. NOTE: This is a candidate for the 8.0 branch. Reviewed-by: José Fonseca <[email protected]>
