mesa: Add _NEW_RASTERIZER_DISCARD as synonym for _NEW_TRANSFORM.
This makes it easier to keep track of which dirty bits correspond to which pieces of context, since it makes _NEW_RASTERIZER_DISCARD correspond with ctx->RasterDiscard.
