ralloc: Use _vscprintf on MinGW.
MinGW uses MSVC's runtime DLLs for most of C runtime's functions, and
there has same semantics for vsnprintf.
Not sure how this worked until now -- maybe one of the internal
vsnprintf implementations was taking precedence.
