main: fix ACTIVE_UNIFORM_BLOCKS value
NumUniformBlocks also counts shader storage blocks.
NumUniformBlocks variable will be renamed in a later patch to avoid
misunderstandings.

- Modify the condition to use !IsShaderStorage and the list of
