svga: Rename SVGA_HINT_FLAG_DRAW_EMITTED
Rename SVGA_HINT_FLAG_DRAW_EMITTED to SVGA_HINT_FLAG_CAN_PRE_FLUSH
because preemptive flush can be unblocked by more commands than
draw.
