st/nine: Fail on D3DUSAGE_DYNAMIC for D3DPOOL_SCRATCH textures
Texture with pool D3DPOOL_SCRATCH and D3DPOOL_MANAGED
cannot be used with flag D3DUSAGE_DYNAMIC.
