radeonsi/gfx9: rework the gfx9 scissor bug workaround (v2)
Needed to track context rolls caused by streamout and ACQUIRE_MEM.
ACQUIRE_MEM can occur outside of draw calls.
Bugzilla: https://bugs.freedesktop.org/show_bug.cgi?id=110355
v2: squashed patches and done more rework
