swr/rast: Thread locked tiles improvement
- Change tilemgr TILE_ID encoding to use Morton-order (Z-order). - Change locked tiles set to bitset. Makes clear, set, get much faster. Reviewed-by: Bruce Cherniak <[email protected]>
