ilo: simplify emit_3DSTATE_DEPTH_BUFFER()
Remove hiz and dsa from the parameters. We would know whether HiZ buffer
exists from ilo_texture once it is supported. DSA state should not affect
3DSTATE_DEPTH_BUFFER.
