util: Fix cross-compiles between endiannesses
The old python code used sys.is_big_endian to select between little-endian and big-endian formats, which meant that the build and host endiannesses needed to be the same. This patch instead generates both big- and little- endian layouts, using PIPE_ARCH_BIG_ENDIAN to select between them.
