tgsi/lowering: add support for lowering TRUNC
Add support for lowering TRUNC using the following sequence:
FRC tmpA, |src|
SUB tmpA, |src|, tmpA
CMP dst, -tmpA, tmpA
Note that this is incompatible with FRC lowering.
