gallium/swr: fold the almost identical Makefiles
Rather than having two almost identical Makefiles, with various VPATH
hacks just fold them, using COMMON_* variables and actually getting
things buildable/shipable.
v2: whitespace fixes, remove Makefile.sources-arch
