glsl: Conditionally allow redeclaration of built-in variables
Conditional on allow_glsl_builtin_variable_redeclaration driconf option.

- Rename allow_glsl_builtin_redeclaration ->
allow_glsl_builtin_variable_redeclaration
- style: put spaces after 'if'
