radv: don't skip PS/VS partial flush
This patch helps lower high priority compute latency. Found by bisecting a perf regression on computeparticles with high priority compute queues enabled. Reverting this micro-optimization doesn't seem to have any negative effect on performance on Dota2 or ssao.
