v3d: Disable PIPE_CAP_BLIT_BASED_TEXTURE_TRANSFER.
This reduces the runtime of dEQP-GLES3.functional.shaders.precision.* from
11.5s to 3.3s. This brings CTS runs down to 4 hours on one of my target
devices.
