radv: only expose VK_SUBGROUP_FEATURE_ARITHMETIC_BIT for VI+
Inclusive and exclusives scan are missing because older chips
don't have llvm.amdgcn.update.dpp.
This fixes crashes with dEQP-VK.subgroups.arithmetic.*.
