meson: better defaults for osx, windows and cygwin
set suitable defaults for 'dri-drivers', 'gallium-drivers', 'vulkan-drivers'
and 'platforms' options for osx, windows and cygwin, adding cygwin where
appropriate.
v2: error() for unknown OS
