docs: convert articles to reructuredtext
This uses the previously added scripts to convert the documentation to reStructuredText, which is both easier to read offline, and can be used to generate modern HTML for online documentation. +Mesa is a 3-D graphics library with an API which is very similar to that
+of
+`OpenGL <https://www.opengl.org/>`__\ :sup:`[`\ `1 <#trademark>`__\ :sup:`]`.

+machine, it is being used with authorization from `Silicon Graphics,
