i965: Port gen8+ 3DSTATE_PS_EXTRA to genxml.
Emit 3DSTATE_PS_EXTRA on Gen8+ using brw_batch_emit helper, that uses
pack structs from genxml.
v3:
- Style fixes and moving code around to be cleaner (Ken)
