mesa: Ignore per-vertex array size in SSO pipeline validation.
We were already unwrapping types when the producer was a non-array stage and the consumer was an arrayed-stage...but we ought to unwrap both ends for TCS -> TES matching too. This will allow us to drop the "resize to gl_MaxPatchVertices" check shortly, which breaks some things.
