Add the implementation of ECDSA and ECKAEG over GF(p) from InSiTo. Relies
on tr1's shared_ptr implementation (no provisions are being made for using
Boost's - I anticipate removing the shared_ptr dependency prior to this being
merged with mainline). Currently there are no tests (still need to merge
those in), and stylistically this needs to become better integrated with the
rest of Botan.
It points to a major weakness in the current design that so many files
needed to be modified for these algorithms to be added.
