* This patch adds mingw32 cross-compilation support to HandBrake trunk tokonablend2009-04-142-2/+15

While of course starting at a certain preview is not an optimal way of choosing a starting position for an encode (especially in a CLI), it is fast, and flexible. Also adds a new job->seek_points setting (set this to the same as the number of previews) to be used with job->start_at_preview when doing live preview encodes, so the seek function has a frame of reference.
