Filters were leaking buffers when a job is cancelled.
decavcodec could leak when job cancelled.
decavcodec leaked audio extradata in BSInfo
encavcodec and encavcodecaudio leaked AVCodecContext
sync leaked subtitle_sanitizer_t data

This makes libhb expect all strings passed to it to be in utf8 format.
The cli converts the converts from the current code page to utf8. libhb
converts back to the current code page when necessary for libraries that
expect it.

- instead, make these lists available through enumerators:
--> hb_*_get_next(<type> *last);
- this should give us more flexibility to populate the lists at runtime, using the implementation(s) of our choice, whether they use arrays or not, without requiring UI modifications
- use consistent naming for getters
--> hb_get_best_foo() becomes hb_foo_get_best(), and so on
- hb_*_get_from_name() and hb_*_ sanitize_name() sanitize the requested value to a supported one if it's unavailable
- adds an additional, passthru-specific fallback mechanism
- adds a list of video containers

Thanks to patches supplied by David Mitchell and Rob McMullen
we finally have PGS support.
I added a fix for libav pgs timestamp processing and
detection of forced subtitles to their work, then
made foreign audio search work with PGS subs.

This patch enhances the filter objects. The 2 key improvements are:
1. A filter can change the image dimensions as frames pass through it.
2. A filter can output more than one frame.
In addition, I have:
Moved cropping & scalling into a filter object
Added 90 degree rotation to the rotate filter
Moved subtitle burn-in rendering to a filter object.
Moved VFR/CFR handling into a framerate shaping filter object.
Removed render.c since all it's responsibilities got moved to filters.
Improves VOBSUB and SSA subtitle handling. Allows subtitle animations.
SSA karaoke support.
My apologies in advance if anything breaks ;)

there were some mappings happening in libhb and for preset imports.
This removes the last vestages of % quality mapping.

The cli will now accept ':' separated parameters using the '-x' option
for ffmpeg mpeg-4. The linux gui has an entry box on the advanced tab
to add options. The option keys and values are the same as what the
ffmpeg command line allows.
Calculation of DTS timestamps was added to encavcodec.c in order to allow
out of order b-frames. The algorithm is similar to what x264 uses.

make keyint and fps settings consistent across video encoders.
make interjob->vrate changes for pfr mode like we do for vfr since
pfr is the same as vfr except when it hits it's peak.
in mkv, set track default duration to actual measured vrate on 2 pass encodes.

Anime fans rejoice! This patch adds SSA subtitle burn-in support with libass.
Therefore SSA subtitles should now be rendered in full quality, with the
appropriate embedded fonts and positioning information.

pieces so we don't get jerky output caused by out-of-order frames.
- add an explicit EOF for all streams, not just video.
- don't generate extra audio silence at the end of an encode (don't need it with explicit eof).
- get rid of 80ms initial delay in AAC encode & flush final four frames buffered in encoder.
- put mp4 'chap' atom on first track (usually video) rather than first audio track since we can now do video without audio (atom just needs to go on an enabled media track & video is always enabled).
